    «i»Alec T. Monroe CIA Administrator

    Alec T. Monroe, 71 who specialized in administrative work during nearly 30 years with the CIA and helped change its recruitment procedures, died of lymphoma Feb. 20 at his home in Clifton.

    Mr. Monroe joined the Central Intelligence Agency in 1963 as an analyst in support of satellite reconnaissance activities. Three years later, he entered the CIA's junior officer's training program.

    Over the years, he served as chief of three offices: recruitment, staffing and travel services. He was also deputy director of personnel for employee benefits and services and played a key role in the Continuity of Government program of the U.S. Intelligence Community during the 1980s.

    When he was chief of recruitment during the Carter adminsitration, Mr. Monroe initiated ads in newspapers and on radio and set up offices where people could go in to apply. The agency had not done such public recruitment before.

    "That was a watershed for hem," said a son, Craig Monroe of Clifton. "That had truck loads of applications coming."

    Mr. Monroe retired in 1992 as a member of the CIA's Senior Intelligence Service.

    He was born in Menominee, Mich., and grew up in Marinette, Wis. He served in Germany with the Army Security Agency during the building of the Berlin wall. Afterward, he graduated from the University of Wisconsin. He studied at the Harvard Business School, the Federal Executive Institute and the National War College.

    In his Clifton neighborhood of Little Rocky Run, Mr. Monroe was affectionately known as "the mayor." He served for five years as president of the homeowners association of Little Rocky Run, one of the larger developments in Fairfax County. He also served for three years as the chairman of a group of 50 civic associations in the western part of the Springfield supervisory district of Fairfax County.

    In retirement, he did extensive research on his family history.

    He attended St. Andrew the Apostle Catholic Church in Clifton.

    His marriage to Elizabeth Monroe ended in divorce.

    Survivors include two other children, Anne Monroe of Clifton and James Monroe of Marinette, Wis.«/i»

    When he was in the 6th grade, Alec tested at 11th and 12th grade and 1st year college levels on academic achievement.

    He played snare drum in his high school band, and piano. He had artistic ability (painting, pencil sketches) but no opportunity for formal training. He played on the high school football team earning two varsity letters. (He did not play during his junior year). He was president of his high school sophomore class, treasurer of his freshmen class, and member of the student council. He was an academic honor student.
