  James was a graduate of North Attleboro High School and Staunton Military Academy. He held a BS degree from Brown University 1930. He was nominated all American in football. He was a civil engineer, licensed in all the New England states and in New York. He worked with his father's firm, James A. Munroe & Sons, until 1946 then went into a partnership with Guy S.
