«i»Charles L. "Chuck" Monroe, 66, died Friday, July 29 at Queen of the Valley Hospital following a brief but courageous battle against lung cancer. He was a retired Regional Patrol Chief for the Central Coast Region of the California Department of Fish and Game.
Chuck was born in Montrose, Colo., in 1939 to Arthur W. and Mildred Monroe. During World War II, he and his family relocated to Southern Caliifornia, where he developed a love for the outdoors and for waterfowl hunting with his brother, Gary.
As a young elementary school student, Chuck expressed his desire in an essay for a career in wildlife law enforcement. Before joining the Department of Fish and Game, he was a police officer with the Susanville and Needles police departments. he became a Game Warden in 1964, working in marine patrol in Eureka, where he participated in rescue activities during winter floods in Humboldt County. in 1965, he received the California State Medal of Valor for his rescue efforts. He worked in land patrol in Williams before promoting to Patorl Captain in Napa in 1972. He directed the Hunter Education Program for the Central Coast Region prior to becoming Patrol Captain of the Northern squad of the region. He was promoted to Regional Petrol Chief in 1986, serving until his retirement in march 2000. His retirement brought to a close 38 years of public service. At that time, he had served longer than any other Wildlife Protection Officer.
Chuck was instrumental in establishing a fish and wildlife law curriculum at the Napa Valley College, teaching the course from 1973 until 2004. He also taught at the Fish and Game Academy, where he mentored hundreds of young officers.
He served in the U. S. Coast Guard Reserve and assisted in the development of the first comprehensive pollution response plan for the 11th Coast Guard District.
Chuck was an accomplished wildlife artist and an avid fisherman. He enjoyed military history, particularly of the Civil War.
Chuck was a loving and devoted family man, especially enjoying his grandchildren. he was self-sacrificing and always willing to help others. He was a kind, honest and honorable man and he died as he lived, with courage and dignity.
He is survived by his wife of 43 years, Sonia; daughter, Michelle Monroe and grandson Dustin Tyler Jones; son and daughter-in-law, Charles A. "Chuck" Monroe and Kathy; grandsons, Justin Charles Monroe and Daniel james Monroe; daughter, Shari Monroe Cavagnaro and grandchildren, Stacy Michelle Cavagnaro and Andrew James "A. J." «/i»
