- Walter graduated from St. John's College in 1908 and later graduated from Cornell University School of Engineering. He served as a Reserve Lieutenant during World War I in Naval Civil Engineering Corps. He was Chief Engineer of the Anne Arundel County Sanitary Commission for 33 years and deserves the credit for turning Spa Creek from a cesspool into a beautiful body of water - a true ecologist ahead of his time. In 1941-1943, he was on load from the Sanitary Commission serving as Water and Sanitary Engineer for the contractor who built the U.S. Marine Corps Camp LeJeune, North Carolina and the U.S. Marine Corps Cherry Point Air Station in North Carolina.
Walter was a charter member of the Annapolis Rotary Club, a director of the Farmers National Bank, and a member of the South River Club.
