- James graduated from St. John's College in 1874 with a BA, and from the University of Maryland in Baltimore with a BL. He was later given the degree of Doctor of Law by the University and by Washington College. He began the practice of law in 1875 and at his death was dean of the local bar, having served several times as president of the County Bar Association. A Republican, he was first elected State's Attorney for the County in 1883 and later served two other terms. He was a member of the American Bar Association in addition to the State Association. He was a director and counsel of the Farmers National Bank and of the Annapolis Savings Institution. He was a Mason, a member of the South River Club, a former president of the Annapolitan Club, a member of the Maryland Historical Society, a former circuit vice president of the State Bar Association, and a member of St. Anne's Church.
James married Mary Adele "Mamie" Chase.
