- Walter was born and spent his boyhood on his father's farm in Mercer County, Ohio. That farm now forms most of the present town of Montezuma, Ohio.
Walter was a leading citizen of Montezuma, Ohio all of his life. He served as councilman for four years, mayor for five years and in 1897 was appointed justice of the peace of Franklin Township.
His first wife, Mary Ann Clayton, died after bearing three children. His second wife, Emma, was the daughter of Henry and Matilda (Younger) Nolan.
Walter was a member of the Knights of the Maccabees tent in Montezuma and of the Independent Order of Odd Fellows lodge in Celina.
He is found on the 1880 census of Franklin Township, Mercer County, Ohio.
