- Charles was educated at Augusta College, Kentucky. He was licensed to practice law, but became a surveyor of public lands in the new states, especially in Louisiana, where his services were of great value to the general government. He served as the first clerk of Chariton County.
Charles married Susan Allin, the daughter of Col. William Allin, a native of Virginia, who served as clerk of Mercer County, Kentucky for many years. She was the granddaughter of Thomas Allin, who served on the staff of General Greene in the latter part of the Revolutionary War.
