Joseph worked with the railroads, moving frequently from state to state. When he retired, he bought 100 acres of land in Van Zandt County, Texas near his brother Barney Archibald Monroe. There he lived out his life.

James' father is said to have been the brother of President James Monroe, but no solid details are known.
He moved to Decatur, Newton County, Mississippi before 1840, and is found on the census there in 1840, 1850 and 1860. He was a farmer, a lawyer, a State Senator from the district comprising Newton & Jasper counties (1854-1856), and Mayor of Decatur.
He is reported to have been a slave holder and may have fought in the Civil War.
