He was later transferred to Captain Whitney's Company, same regiment, where he was appointed sergeant. He remained in the service until honorably discharged in Morristown, New Jersey, 17 Mar 1780.

He, his mother and his brothers Isaac and William, his uncle David Welch, and David's sons, John, Aaron and Ebenezer Welch moved to Chenango County, New York.

Leonard was commissioned lieutenant in the State Militia in 1793 and Captain in 1798. He was placed on the Revolutionary soldier's pension roll 21 Jun 1819. His application states that he was a tailor by trade.

In 1804 he and John, Aaron and Ebenezer Welch moved to Liberty Township, then in Franklin, now in Delaware County, Ohio. The Monroe and Welch families were closely related by marriage. David Welch married Amitty Read, sister of Samuel Monroe's wife Abigail. John married his cousin, Deborah Monroe, sister of Leonard.

Leonard Monroe married four times but only his first and last wives' names are known. He appears to have been a widower in Nov 1807 when he conveyed land by deed recorded in book 1, page 556, Delaware County Deed Records, containing no mention of a wife, while the deeds subsequently made by him in 1814 and 1815 recorded in Book 3, pages 185 and 512 were signed by his wife Hannah Monroe.
